I think a new board, called Snapshots, would be a good idea. Sometimes we take images that aren't really Critique-worthy, but we would like to show anyway.

You could just make it a sub forum within Crit.

My other concern is that I don't want to promote people just posting to snapshots because they are afraid of a critique. I just want to achieve good balance.

Look at it this way, you only have 2 boards in which to post photos, unless it's in response to a contest, challenge, etc. Most photo boards have at least the following: black and white, digital manipulation, landscapes and nature, animals, fine art, portraits and people, event photography, and professional critique. This board, upon first look, appears weak due to the lack of boards in which to post photos. Also, when I suggested this board as a place for my group of photographers to hang out, they turned me down for 2 reasons: the lack of boards, and the restriction about posting/replying. I know you want certain things for this board, which is understandable. It's your board. However, I think you may be losing members as a result. Just my 2 cents.

When I see all those categories for photos on other boards, I just feel like it's clunky and makes a board feel inactive. That, and you sometimes end up with people who aren't sure where they should put a photo. As much as I want to promote that we share our photographs, I want to promote discussion and making connections. It's a difficult balance to achieve. At best, someday I may put subboards in Critique to sort photos in to. But certainly not until the Critique section starts to feel bogged down a bit with activity, to make it easier to find new things.
I don't see the difference though between six boards to categorize what your photos are, and one board that just lacks the specification for feedback. I suppose that is my biggest hold-up to creating all the subboards.
But all that aside, it sounds like you guys do want a Snapshots board, and it sounds as though the majority won't mind it on the main page. So I'll be adding it in today, and crossing my fingers that it doesn't get abused.
