On old LCD TV's & Monitors I remember turning off the TV and the image of the last frame of video was still apparent on the screen. I have a feeling it's the same thing with this new CMOS sensor. The pixels aren't given enough cool down time in order to recover from the last photo. Normal photography isn't affected because you're aren't taking eight photos a second and thus, the sensor pixels have enough time to cool down. The only solution would be to limit the FPS to five or six or to replace the sensor since the 7D sports "a new photodiode and mircolens construction." [Source] Either of which could be the reason.
